for those that dont know...a star by the serial number is a bill that has ben yanked from circulation by a bank and returned to the mint to be duplicated because of damage or excessive wear....in short ,it is a reprint...with the same serial number! ;)

That's correct, except the mint does not make notes. That job belongs to the Bureau of Engraving and Printing. (BEP).
