yes, whitt, it is a world war II Japanese rifle.  Mickey, you'll need to identify the serial numbers on the rifle to have any chance of finding out which Japanese soldier it was issued to.

The rifle in question is property of the Emperor of Japan.  The mark of the Chrysanthemum tells us that.  Weapons issued to Japanese troops were merely loaned to soldiers but always remained property of the Emperor.  Troops were always told this when receiving their weapons.   To allow the weapon to fall into enemy hands was to disrespect the Emperor.

i would think that finding who used this rifle during ww2 would be next to impossible , my dad bought 4 of these by mail order in the late 50s for next to nothing, i cant remember what he did with them as he could not find ammunition for them, seems like he found someone to rechamber one so he could use it for deer hunting(maybe to 30-06)

I had a friend loan me his Japaneses  rifle to hunt deer with once back in the late '60s.  It was 7.7 caliber if I remember right.  It weighed a ton and kicked like a mule ha.  But it was accurate enough for deer hunting in the mountains of northern California.  I wondered how those small Japaneses  soldiers of World War ll fame could carry such a monster through the jungles of southeast Asia.  No wonder we won the war, they were just plain pooped ha.
