It's most likely the JIA used natural caves and existing mining tunnels. I doubt they had much time and resources to dig extensively during the war.
We have some old tunnels which were used used by the JIA for storage purposes.

japanese on that time have no cement like that. even this time if not factory requested for special purposes. in the philippine treasure yamashit it was used by scammers to generate funds. that's for sure.
