Could someone tell me if gold tends to settle in the sand just where the waves break on a beach or does it get washed up onto the shore?

Look in the Troughs.

The Cuts made buy wave action dig out Troughs.

Just like Alluvial Gold, it will work it's way down until the Hard Pack stops it.

Fresh drops may not have got there yet.

Any time you see Cuts and Deep erosion made by storms or hard wave action is good.

Does this mean that once it settles there I wont get moved by tidal action.  Essentiually, how much surface sand is shifted on normal tides. I'm not talking about during storms but just normal rotation of neaps and springs?

Troughs cuts gut what ever you want to call it is where heavy metals will end up. Every beach is going to be different on the gulf there is a shell bed from an inch or two to 3 feet below the sand that's where stuff settles. Once its settled there its not going to move till strong wave action removes the sand and moves it around. The problem with this is it will wash some stuff up on the beach but it also sucks stuff out into deeper water

Yep it takes a major Storm to knock stuff way up on the beach but I've seen it happen.

Like Seldom stated, It can suck it back out to deeper water if bad enough too.

Ike moved a lot of sand so did Rita. There were safes found past the dunes washed in from Ike and there was debris out in the Gulf as well. I stayed for the hurricane and the amount of water going by my house was impressive. The water flowed over the island both ways and changed 4 times! Gold was found in all points. Low tides of that Winter was extremely nice to those that got out and took a look at low tides!
