It sounds underwater metal detecting is really interesting. Besides a underwater metal detector, what else do I need? Also recommend some place good for underwater

If the indeed it was that person's ring, a finders fee should have been included. The idea of calling a cop to have him arrested smacks of a lie being told by the supposedly owner. I would not have given it to him under that condition and called the police myself to tell them that someone was trying to extort me. Remember possession is 9 tenths of the law and he would have had to prove ownership other than just a vocal acclaim. But yes it is sad but true, that it is safer to not tell anyone about your finds. I liked all the water tips. I will use some of them if I ever get to the lakeshore again. Our lakes here are federal or state parks now and a window sticker must be purchased and is good for only a year on state parks. A senior lifetime pass can be purchased for federal parks, but I don't believe they allow detecting in federal parks anyways. Police
Hazards of living in the desert I guess. :-
 What I like to use on dry land are little red flags with a wire post that you just push into the ground. Joggers can see them too. You can make them yourself, or purchase them.
