Larry:
I arrived at a solution to Beale Code 3 by taking the predominate sound from the last word in the numbered line of the "Miller's Tale" in Chaucer's The Canterbury Tales. I have combined BC3 Map4 and BC3 Map7 (previously shown separately) for you to see and the list of names I found in he 1810 Federal Census; they did not appear in the 1820 census.

Sorry I've been having some internet connection problems since the relay tower was knocked down by lightening, so I have not been following your explanation of the Beale maps. But I will get back to you as soon as I have had a better look at your explanation.

Regards Xavier

Well, since Larry hasn't posted anything to this site in nearly 2 years, it may be that he really did crack the code and is enjoying his riches in anonymity.    Then again it's also possible that he's no longer with us.   Either way, while we may get an answer/update, I wouldn't hold my breath.
