I lived in C'ville in the '70s and still visit relatives there.  Have you tried the riverbank near the old woolen mills. Used to be a dam there and it was a popular swim & fishing spot for the past 150 years.  I doubt that anyone would care if you dig there. The Rivanna sometimes floods which can wash some of the bank away, and can just as well bring in soil from upstream to deposit.  I'm sure there will be plenty of junk to contend with, but who knows?  I have always thought it would be an interesting spot to take a metal detector.
I'm currently working a Colonial Era home site south of town in the woods on family owned land. Lots of history around C'ville.
Happy Hunting, and let me know if you find anything neat at the river bank.
