In Russia May 5 of 1882, pursuant to the imperial decree of Alexander III from April 23, 1882 was established Diving School. Until 1918 it was based in Kronstadt. The founder of the diving school and its ideological inspiration was captain (later admiral) V.P. Verkhovsky. The first chief was Lieutenant Commander Alexander Leontiev.
The history of diving as one aspect of warfare, has deep historical roots - the first mentions of the fight with the enemies under the water are in the Ancient Babylonian and Greek sources. What is about the later period of diving history in Russia, it may be traced from the time of the ancient Slavs. Unfortunately, systematic training of divers never carried out, they often operate without proper training, because they were non-professional self-taughts.
Opening of the diving School tried to finished with this situation. Since this moment the divers training must be founded on the scientific and medical foundations. And May 5 of 1882 in Kronstadt was opened Diving School (Vodolaznaya Shkola), that became the first research center for training professionals. In the second half of XIX century appeared numerous jubilee signs of various military units for the successful finishing any War Schools or Courses.
D.I. Peters and A.M. Valkovich note that small-sized badges were worn on a chain or pin, and are not intended to splurge. The basis of their origin were various events: anniversaries of any War Units, of their chiefs and commanders; memorable, personal gifts on an occasion, etc. Particularly popularity had badges, which have become legitimate and essential attributes of uniforms. In 1897 was celebrated the 15th anniversary of the Diving School. Figure of the lapel badge for this event was designed by chief Captain 2nd Rank A.K. Kononov. This first design have looked like an officer's badge of Aeronautic School of 1896. Below are represented 2 Aeronautic Schools badges. (Pic. 1) New version of badge was designed in December 8, 1897 and was presented to Emperor Nicholas II. Badge was made with dark bronze medal surrounded by the anchor chain, inside were2 crossed anchors with a so-called diving helmet "Trehboltovyi." (with 3 bolts) (Pic. 2) So, here I will show you guys some of these badges (pic.3). Some of them were made of dark bronze, and some of silver. Its possible that some of them were made of one master-jeweler. Badges may be made at the St. Petersburg Mint, and in any private firm. Badges are usually redeemed by their future owners. The price of the silver badges, were about 4 rubles, and price of the bronze badges were less.
The backside of one of these badges and the same of them is below (pic. 4)I think, that all bronze badges were designed in 1897, but all silver badges more later, because silver badges duplicate bronze. Also their brands (marks) are belonged to the XX centurys catalog, but not to the XIX century.
Look like badges were carried on the uniform (pic.5). This is badge for the successful finishing Submarine Officer Class (pic. 6):

In 1907 were 25 years since the opening of the Diving School.
The reason that the badges in 1907 were made of silver, not bronze, could serve as a soul-searching after the Russian-Japanese war (1904-1905), and understanding of the importance of the fleet in general and particularly submarines for Russia of that period.
These are well-known badges. But  in 1907 were designed new badge (that I found hehe) of silver. Its weigh is 10.150 gramm, its size 41x29x3 mm at the widest part (pic. 7). Badge has 2 marks (pic. 8.). First mark 84 АР can be founded in the M.M. Postnikova-Losevas Catalog of Jeweled Marks. АР are the initials of the Chief-manager of the S-Peterburgs Mint - Alexander Romanov. Second mark is determined with difficulty. Its figures are the same for the figures of Russian alphabet П or Ц and И. I think that this may be the initials of the master that made this badge, his personal brand.
May be this badge was carried like trinket (pic. 9). In the Soviet Russia was designed the badge that based on the design of the 1907th badge (pic. 10) This badge was made for the celebrating of 5 anniversary of the Soviet Diving School in 1924. Material is unknown for me, unfortunately This is very rare badge, because its creating was not approved by Soviet Power and was a private initiative of the first Soviet Officers.
