I have been performing rust removal with 12 volt current.  I cleaned up a couple of old, hand hammered belt buckles.

A search on 'electrolysis' should tell you what you need to know. Youtube even has several demonstration videos of the process. It uses a power source and simple anode and cathode for complete rust removal with minimal disruption to the material.
