The first one looks like a wax seal impression maker for wrapping a package for sale. When you tie ribbon around a paper wrapped parcel, you can drop melted sealing wax on it and price the item embedded in the wax. It would be mounted on a stick with glue for use. When you do a reverse image, it says 5c. Until then it looks wrong and, yes, it is upside down. It's not a 2.
