That's a really nice find.  I would love to find one like it.  Clapp

Down to about 5% can get a premium. But I don't think that's 5%. But it may go for about 20$ U.S. Slightly off center seated half dimes are fairly common. Check ebay under seated half dimes and you'll see what I mean.

I agree, if it is off center, it is not enough to warrant any premium.  It may have been in some kind of holder that broadened the rim, if so, that would be considered damage.
