Actually, based on page 67 of Coins of theWorld 1750-1850 by W.D. Craig it would appear to be a copy of a French coin from the period 1791 to 1801.   "Various French bronze coins of the revolutionary era were copied in St. Domingue during this period.  Genuine copies are very scarce, but being essentially nothing more than bad counterfeits, which could have been made anywhere, unlesss of known provenance, copies are worth only $.50 to $1.00 as contemporary counterfeits"   
(My copy of the book was copyrighted in 1976, so you can adjust from there)
St Domingue is also known Sainto Domingo, referring to the island shared by Haiti and the Dominican Republic.  This would be from the period before Haiti became independent in 1803 (if genuine)

It still could be a late 18th century, early 19th century fake of a St Domingue fake of a French coin.  On the other hand, it could also be a genuine St. Dominge minted fake French coin  (all that talk about fakes of fakes and whether they're modern fakes or old fakes is enough to make my head spin.  I think I'll go get another cup of coffee).

No matter what it is, it's an interesting window into history.

Look at it this way, whether it's a genuine St. Domingue fake or a counterfeit of a St. Domingue fake made during the same time period---it's still a fascinating piece of history from the time of the French Revolution AND the slave revolts that were taking place against the French at the same time.

Hell Counter fitting has been around as long as money has.

Some are have just as much Gold or Silver as the Real Deal, they just made them because supply of the Real Deal got low.

Some were Dubious and contained less or even No real Gold or Silver.

Even Spanish Cobs have been Fudged back in the 1600's!
