It is perfect legal to make jewelry out of any coin. That law has to do with defacing paper money. The problem comes up if you do something to defraud someone. For example cutting off the corners of a dollar bill and replacing them with corners from a 20. I received one of these babies awhile back and turned it in to my bank. I believe it was also popular to gold plate nickels back in the 1800's to look like a 5 cent gold piece. That is what is illegal. Go into any jewelry store and you will find some type of coin ring. I hope this clears it up for you.
