 Grin  No problem - the postal system is set up like the military - like having several Sargents, but one is the leader, so to speak. Here, it is so rural, we have to have a few folks that can do the job at any of the post offices (and it happens every month), because we have some 1 or 2 people post offices.  An assistant postmaster, IS a postmaster. If the other postmaster in my office is here, I'm still a postmaster, but, she outranks me.

If I ask differently, would you understand my question? I'll try it again, a little differently.   Which regulations are you talking about - not the postal regulations, I'm assuming, even though you keep talking about the post office. Are you talking about the record-keeping regulations, the ones that deal with subjects releases, etc., content, etc.(US CODE 2257-which has nothing to do with the Post Office) or what.  If you don't know the answer, its fine.  I just have an issue with someone intimating that someone did something illegal, and with nothing to back it up.

I was trying to let you find the answer yourself so as not to embarrass you. But you insist. Your question was crystal clear to me but clearly your ability to find an answer is lacking a little.

Another point is that I didn't say or imply that anything illegal or unlawful was done. I merely suggested that "he may have been" and that was all.

I've been a writer and editor for a number of years now. The Postal Regulations for periodicals is a fact of which every postmaster should be aware. It's a law.

I am hardly embarrassed.  You, on the other hand, should probably know that the Feds aren't going to stop anyone over those regulations - they are for ME.  WE comply with those - and it deals strictly with how we charge for mailings. Nothing goes out the door of the post office without being paid for - and we have forms they fill out to mail it - they don't get mailed unless we have it all.  Churches, schools, private, adult content etc., all have their own forms that are filled out and filed for mailings.  You don't get shut down - you just don't get to mail it. If something changes - like it starts getting mailed bi-monthly, instead of monthly, or the individual weights change (if imprinted mailings), WE FILL OUT THOSE FORMS - and they sign them, and it changes the rates they have to pay.  They SHOULD keep a copy - but the post office gives them a copy so they don't have to, and we have a yearly statement for them.

Bottom line - you are talking about MY job, not the publishers - it only involves the publisher when they pay.

And, by the way - that isn't even the updated regulations.

And yes, you did suggest that he may have done something to get closed down.  And, just as an extra little tidbit of info - you can publish a magazine, put it in a manila envelope and mail it without ever having to do anything else.

Actually, it involves them greatly. We have to file paperwork and publish our information once a year.
