I actually think it is man made but I have never seen a circle as anything else but an anchor point for a pipe. Clay our metal, it was an anchor point for a tube of some kind.

Looks like part of ancient Greek ruins.
Perhaps posting a picture with what is around it, and putting it in content with the surroundings,
Will give us a chance of figuring out to what it may be.
