  I looked up recreational panning in Idaho and it says you can pan almost any where in Idaho as long as you don't trespass. Then it said in the second paragraph unless the navigatable river has been withdrawn from mineral entry.
  My question is how do I find out which rivers or streams are withdrawn?  I just moved to Lewiston Idaho from Puyallup Washington and decided I need a new hobby, but dont want, nor can I afford any fines for breaking the law. Any help will be greatly apprieciated.
