Pebble beaches are not the ideal place to look since they don't hide dropped valuables like sandy beaches do. I've hunted them and advise you take a small sturdy hand rake with you for digging or really good quality leather gloves.

It's all about that moment when metal that hasn't seen the light of day for generations frees itself from the soil and presents itself to me.

 Great
Would it make then sense to look for stuff in the water amongst the pebbles?

both suggestion are well advised and exceptionally accurate however there was a guy in Australia I knew who always went to an area at St.Martha's beach near Melbourne who did recover a lot of lost stuff amongst the pebbles.  The majority of people prefer nice soft sand not pebbles but its horses for courses you never know till you look

I would think that searching out in the water at a pebble beach could be very productive, because it would be especially difficult for someone who lost a ring out in the water to find it.

You need a very special took for hunting around rocks and pebbles so you can remove one or two at a time something like an apple picker might do the job. The good thing about pebbles is that they would be a natural sancturary for any gold ring because it would slowly bury itself under stones trying to find bottom where it always rests.  Shocked  thinking caps on guys who knows what your gunna find get out there and start looking hehehehe
