Spain is a touchy subject years ago a certain individual named Willy the Wizard took coach loads of 42 0r more detectorist to Spain for jollies in the water and in the pubs.  You can imagine the hostile reception of locals being kept awake at night by drunken slobs on their beaches what with noise and so on.

That was only one part of it 42 guys digging 100 holes each left the beaches looking like a moonscape underwater.
There was also the dangers of broken glass, sharp bits of metal and one thing or another they these guys left for swimmers to walk over and damage their feet.

There was a time when if you took a detector to spain it was automatically confiscated from you with no chance of it being returned.

What the situation is at this point of time is unknown and you will have to check with the spanish authorities rather than lose your pride and joy.

This is a demonstration of what happens when someone takes hoards of guys out there with little or no respect for the locals and their safety.  Greed is a terrible thing it only take one bad apple to ruin the rest.

On russian forums this problem is also under discussion. So it is that i have found about it: it is possible to search on the beaches everywhere except the Algarve province. It is absolutely prohibited to try to search there. But in other provinces it is legal to search from 9 pm till 8 am. But i know nothing about river beaches.
