Does that mean we can just go out and dig some holes at random with no idea if somethings there are not?

You left off this part of the Law:  "except as authorized by permit." Not that any of us would actually get one, it's just best to post exactly what is said in the law and not leave things out.

That's true......now you have to find out who can issue permits.   If they can be issued at the specific park, if it is not a historically significant park and the park rangers either are detectorist theirselves or have had positive experiences with detectorist, it's possible that you might get a permit.   If the permits are issued centrally, the odds of getting one go down.

But K5EXX is correct --- if the law does say "except as authorized by permit", that makes a big difference.   I haven't checked the statute, but it is possible that the "except as authorized by permit" and BDM was quoting from an older copy than K5EXX  (which means never assume you know the law because you read it once---it may have changed or you may have missed something).
