Not when that pin requires a ground, mate. Others can use a virtual ground but not the LM709. That's a very old part number.

I know how old they are.   I'm older!   LOL

I happen to have a few of those from the SandBank days.

Just can't find that stuff any more for less then a Arm or Leg. Shocked

And they do get Persnikity.   Love to Toast if not just right.

OK, Homefire. Let's stop this nonsense conversation now. That is NOT the right part and he is no closer to finding out what it is. This is the kind of stuff I refer to when I say that a serious thread is sometimes put aside by absolute nonsense. All of the LOLs and other stuff is just confusing this poor guy. The LM709 is NOT the part he needs.

Is their 78xx  ,790x ? test the output may be Damaged!!!!!-------if no
Please measurement between the two pin 4,8 ??

Is this change consistent with the truth in the?  if no ------ the IC ?  is an  OLD IC dont need GNG It is a combination of 2 OR 3 transistor.

It's not a voltage regulator. It's some sort of op-amp. We just don't know which one and we can't determine which one it is by the information given up to now.

yes GD the old IC ?   is  not a voltage regulator ,but For each device has 2 regulator   (  78xx  ,79xx ) series or  2  voltage regulator circuit to obtain  +Vcc  ,  -Vee  To run the op amp circuits .They will Lead to type,Leads to the name  numbering of pin ( its one op amp )

he will show that of the device

Hi guys
I'm so close to this IC
this is an op amp with some pins for frequency compensation
and I should mentioned that I was a little mistaken about the last schematic
This is the correct one
NOW engineers help me ...

I searched a lot
ST is the manufacturer of this IC
and it's so similar to LM/UA 709
