It looks like a cairn to me. They probably do mark something but the boulders appear to be so massive that it's hard to imagine its purpose.

There seems to be a hole in the center. Have you looked through it? Kind of strange bunch of rocks in the middle of nowhere. What kind of mine was it?

The place is a old gold placer

* the stones are exactly in a old area for dry wash (piles of grave and dirt)
* the hole you see, is a nest of small rats and shadow of the stones
* stone tips (stones-top.jpg) looks like pointing to a modern dam water .. the damn is far 25Km

May not find out what it means, as there are other "big" stones fallen or moved? around this monument

I will ask the people of the town, from what year are those stones .. late january

They could be Graves, and those big rocks are to stop animals diggin them up.

I would bare this in mind if you decide to go diggin around there

In the fourth image, I see a road or railroad track in the background. Seeing that, it looks like heavy machinery moved those rocks into a convenient pile during construction.
