it is stated that "An article written by the Army Corps of Engineers indicates that clay will actually create a field that opposes the transmitted field of the PI and moisture enhances the ability for the clay to oppose the field due to the ionic behavior within the clay."

That article was written in 2003. Is clay still a problem for 2009/2010 pulse induction detectors?

I've used the surf,  minipulse plus and the Chance v1.2.1 at my local beaches and all get fair depth in heavy grey anaerobic clay/mud. Probably in the region of 8 inches on a musket ball /miniball with a 10" monoloop.
