Established 26 December 1967. Awarded to all generals; admirals; officers; sergeants; master sergeants; extended-service sergeants; soldiers and marines who were serving on 23 February 1968 in the Soviet Armed Forces, Ministry of Internal Affairs (MVD), or Ministry of State Security Troops (KGB), as well as to students of military educational institutions of the above.
