Might be cheaper to just buy one. The older ones used the standard serial port. Now there are several that use a usb port and are fairly cheap.  The USBtinyISP v2.0 is around $10 US. Example >

Thanks I don't have a serial port on my computer as it's a laptop so I need USB. I found a few programmers to build on the net so I'll have to see if I'm going to put one together or not.

I see some LCF meter, and I made it,. but lock of Accuracy in measuring inductance also in range,.
 this digital meter has a good accuracy in Inductance and it can measure .3uH-10H which don't have of some DIY LC meter

For programmer this one is good also AVR910 (USB type)
