I'm not actually sure about the DSPic and programming but you will need a special compiler from Microchip. As far as I know, it's a free compiler - a native code compiler. If Microchip followed their usual hardware design, they have a serial programming option for in circuit programming that should allow you to program it right on the board. It requires the grounding of one pin and a three pin interface for the programming cable. The pins are available for use later but when you ground the programming pin, the other three pins are used for data in and check sum. Most people use a jumper to qualify the in circuit programming pin.
