Depends how clean a hole you need but a plasma cutter could cut that like butter. About any guy at a weld shop around you would probably cut it out for you for a dozen doughnuts.

Question is how many holes need to be made? if it's a lot and you can afford it laser cut them, if it's just a few I'd go for a stainless steal bit or a carbon carbide one. You'll need to drill a pilot hole for the punch so you may as well just drill 12mm

Relevant figures to use in the tonnage chart:
For aluminium, multiply the tonnage required by 0.36
13 gauge = 2.3mm thickness
14 gauge = 1.9mm. As the chart has no listing for 2mm thicknesses, I'd go with the 13 gauge category.
Your 12mm hole is 0.472441 inch, use the 1/2 inch category.

Some times I just take what I need cut or Hole Punch to the High School Shop.

For a Minor Donation they use the Plasma cutter and have it done in just a few minutes.
