There is a better way that I have been using for decades now --yes I got my ferric chloride powder 20 years ago, and still using it.

When etching with the ferric chloride solution the copper (Cu) from the board replaces the Iron (Fe) from solution. By imposing a voltage across the solution --by making two electrode with the positive electrode made of iron, the copper in solution deposits on the negative electrode while the positive iron electrode is consumed into solution instead.

Use low current so as not to release gases, ventilate, and remove the deposited copper on the negative electrode frequently. When all copper has been removed and iron begins to be deposited instead, the solution is ready.

Try just placing a bit of iron rod in the used solution.  All the Copper migrates to the iron and you can reused the Ferric over and over.

It is persuading the chloride ions in solution whom to mate with. They choose copper; the more positive element. They won't migrate to iron. Make the iron more positive by making it the positive electrode, then they will. Then the copper in solution migrates to the negative electrode and you remove it.

   It worked for me.   Copper deposits on the iron in what looks and feels like powder.  Try it. It works.

Tried your suggestion finally. Not sure what is happening, and takes long time. From some reading I made that may not be desirable way.

I would recommend my option. Though someone has it seems taken a patent on it.
