  I use a cheapo Dremel tool.   I go around to all the pads that need drilled and dimple them with a awl.  Stops the bit from walking around.

If you do your board right the center of the hole is taken out of the copper, I drill with a Dremel 7700 and never had any drifting only when the center has not been taken out. As for the magazine cover page I have tried it but am not happy with the result yet.

i also use a Dremel (not cheap in Australia)  Angry  but reason i ask is because i go through many drill bits.
i can drill about 60-70 holes then i need a new drill bit.

I sharpen my drill bits under a strong mag glass and like Homefire was telling you the fiberglass eats them fast, I have tried all sorts of bits but all wear out fast.
