The reason of it was aptly answered by homefire. The NDT (non destructive testing) has many limitations especially if one is dealing with a complex ore ( a host ore with many elements present) considering that other element present may interfere with the x-ray method. The XRF merely gives you an "apparent content" but not the actual metal that will be produced. In gold production, the efficiency factor is largely determined by the production method and presence of interfering elements. Thus using a result from the XRF as a basis for your project viability study would be quite rather risky.
For gold assays, you can either use the CIP (Carbon-in-Pulp) or CIL (Carbon-in-Leach) method for a big representative sample (say 35-50 kg) of a gold mine or you can use the Aqua Regia Procedure. Both methods will give you an actual assay based on actual gold produced. You can also determine the silver (Ag) content as part of the assay
