It looks like those pull through buckles that were on those old metal roller skates. No holes in the straps. They tightened by friction as the leather doubled through the buckle.

Looks stamped out and machine soldered with out pictures of the back I would date it from 1940- last week.

I have hundreds of buckles but not this one! could be any age from the last 90 years but probably worked by friction for adjustment, well made so it had a critical purpose "other than holding up your pants".........HH....Johnnn

Looking at it again hum didn't the 30cal carbine have a web strap with an adjust buckle like that Its in the woods I am thinking hunters or something along those lines.

That would make a lot of sense. Lots of hunters here in the past. I've found many empty/broken cartridges in the woods. They give you a weak penny signal. The buckle has nothing in the back, but as John pointed out, it looks too strong for a shoe or pants. For a rifle web strap makes more sense. I have also found a few late 1800s bullets that I posted here months ago.

Ive also found quite a few buckles over there years and do not have on like that i have ones that go back to the 1700's i think these little buckles are pretty cool
