The little Solar Cell I have just uses a Diode to do that.

I have most of the parts to build that Controller , Need to find  a few.

Using a diode works just fine for a single cell but when you have multiple cells it gets hard due to tiny differences in each cell. A diode can forward bias between two cells causing the diode to burn out. A charge controller also serves to cut off the cell when the batteries are full. Overcharging can be an issue.
