Palo Alto is a National Park and it is quite illegal to hunt on it. It is also a battle from the Mexican war, the precursor to Resaca de la Palma in Brownsville.
The Civil War site you speak of is Palmito Ranch, about 10 miles due east of Brownsville toward Boca Chica beach.
It was the last battle of the Civil War and is on private property. For the most part the site has not been nailed down because it was a running battle.
