Looks like the bells i use to get at Pier 1 in the old days (back before they went high-end) or at Cost Plus imports.   Usually on a string of about 6 to 8 bells.   That would fit with having "India" stamped on it.

BA the bell my wife found does not have India stamped anywhere.  Undecided  I, however, don't doubt that it came from abroad as you attest. Do you have an idea what they were used for? I first thought that it was an animal bell.  Undecided

I believe they are camel bells.   The original purpose would have been on camels, but as with most imports the modern/American purpose would have been for decoration or as a door hanger or wind=chime.
