Hello Rubberdiver,
                        That is a very interesting find you have there! Congrats Clapp Clapp Clapp, I have an idea that comes to mind, from the facial features, what is this object made of? and on the bottom it looks as if it was attached to something.

 it opens up, like a tube at the base, poss for pouring, could it be an old gun powder musket loader?

                      It is possible, that was its intended purpose, what is the overall length?

Maybe even older than Civil War   Maybe European. The outfit looks religious. Maybe early settlers.  Nice find.
