In order to post a picture there are certain rules to be met. The picture must be JPG or GIF and must be less than 500k in size. Also, you can't do it from the Quick Reply. Instead, start your reply and then select Preview. Then look under the text block towards the left and you will see a place where you can browse your computer to post an attachment. Not intuitive, but easy.
