Is it possible to get either clearer pictures (including one of the back) as well as an indication of the size?    Also where was it found, please?

From what I can see, I'd place it late 19th century early 20th century (Woodrow Wilson's administration is where I would start looking).   It looks to be a badge of some sort.  Based on the sheaf of wheat, handcart, and mechanics/tractor wheel behind/beneath the eagle and shield, I'd guess it is in some way related to farm labor (either a membership badge for a farm labor organization or a badge for a member of  a government organization related to farm labor or agriculture).   

Knowing what the first word is would really help.

         Those additional photos and especially knowing what the first word is have help a lot.   I still thing is either a badge or an attachment to a ribbon.   I can tell for sure, though, that what ever it is, it is from the United States Patent Office.   If you look at here, you will see the same seal in use:

          The next step to actually identifying it would be to find a couple of books (preferably with lots of illustrations) on the history of the Patent Office......Or you could contact either the Patent Office or the Library of Congress with one of the photos.  I'm sure someone there will know.

Someone wiser than me once told me "Everything is worth something to someone."   It's just a matter of getting the right something to the right someone.

Honestly, since we still don't know exactly what it is, it is pretty hard to say.   My guess is that it is worth hanging on to --- at least until you can get some better answers as to exactly what it is. 

Maybe someone else here can give you an answer.   In the meantime, I'll keep searching and see if I can find anything more.
