Could also be a lifting shackle from WWII, lots of old equipment went into the ocean back them. They havent changed much even today, the big deuces and 5tons have em

Not So!  Back in the late 1800's and early 1900's the rail roads welded POWER.  

They had the financial backup to push into the interior and make things happen.

They were Granted if not sold for peanuts, vast tracks of land and Right Of Ways.

Counties, Cities and States can't touch those lands.

Some have been passed on to other entities but most are still held by the same people.

Imagine owning a 200ft wide track of land from El Paso TX to Doglas AZ?

You have POWER!

Very interesting. I followed the section of abandoned RR bed I am working on from Google Earth and it is a large section that deviated to a now extinct industrial zone. Going south it merges into many other RRs, some of which are still in use. To the north, it ends at a facility that it still there but I need to drive by to see exactly what it is now. Interestingly, only the sections crossing avenues were covered with asphalt, but otherwise, the bed was let alone and it is still there!!!
