The printing plate is used to provide a set, recognizable border for a changing advertisement (like weekly specials in a newspaper). You can see a 'Walk Over' ad that uses a different plate here

just looking at the other object and assuming that it was found near the printing plate, I'd guess that it was part of a "model" shoe for display in the store (or maybe part of an ashtray or similar piece of advertising paraphenalia for the store)
