I have a pocket knife I found with my detector years ago that has that emblem on it.  It looks like bone handles but it very well could be plastic.  It has stainless steel blades and stamped on it is the name Valor,  #11554, Japan.

I've seen a lot of knives over the years with that emblem or one very similar.   The older ones are usually winchesters or rip-offs of winchesters....don't know about the newer ones.
