An abandoned house scheduled for demolition by the city gave demolition crews a shocking thrill (you know... that feeling you got in an unmentionable place when ...oh never mind, check this out.....

That's amazing but I thought that there was a law stating that the finder should get 50% or is that only here in Belgium?

There is no international law on the matter.  And if there were, it would only apply to signatory nations.

No federal/national law.   In the US, would be considered the responsibility of the state government, and possibly even the local government, to enact and administers such laws.   Such is the beauty of a true federal republic  (which we once were)--- if you don't like the laws in one "sovereign" portion of the federation and can't convince enough of your fellow citizens to change those laws, you can move to another portion of the federation that has laws more to your liking.  Unfortunately, a growing percentage of the population apparently thinks state and local governments are archaic and should be transformed into mere administrative appendages of the central government, carrying out the decisions of said central government on all matters for the sake of "uniformity", "modernity", and being more like the rest of the "civilized and enlightened countries"

  Land owner has the Rights.  In this case the Home was relinquished to the City.  Past owners can fight in court but will be dead before it's resolved.  Our court systems SUck.

Unless the past owner can prove Providence of the Silver, they are pretty much Screwed.

That's pretty much the common law standard applied in most cities, counties, and states in the US, but because it IS a local matter the city, county, or state legislative body can decide to mandate a different law, including that all abandoned property that can not positively traced back to a specific person is the property of the state.   Fortunately, very few local/state governments have gone down that specific path (more likely to find it in our ultra-leftist communities like many of the small towns in the San Francisco and Los Angeles areas.
