At what point are you making this measurement and are you using for ground point ?  Are you measuring in AC ?

C1 and C2 are working as a Voltage Doubler.  You should be seeing 2 x the 8v supply or 16Vac.

I made the measurement on TX connector of course with TX Attached to pcb .
one of the TX coil is a ground point . there is no problem about how I did the measurement but I think it's about the circuit it self . I made three TGSL pcbs with the same problem.
I find schematic with 2.2 K VR instead of uysing 2k2 resistor "R1" .

2k2 is the same as 2.2KR  Huh??   If your not using the GEOTech schematic I have no ideas. Cheesy

there is an other schematic R1 is 2k2 variable resistor, instead of using normal 2k2 .
do you think that will help to adjust TX amplitude?

If you not seeing the 16vac the circuit is not corrector or your power supply has issues. 

Are you getting the 14.5 kHz??   Maybe your Test equipment is loading the circuit ?

and my test gear is respectable.
