Go Up Go Down

I dredged this up from an old, closed, swimming beach some years, ago.  I've been trying to research it but can't figure out what to call it.  I've tried charm, fob, and pendant but haven't found any info on it.  Does anyone know what it would be called to identify it?

Don't know the exact agency but It appears to be a souvenir from the 33 Worlds fair issued by some government agency. I found a "lucky Penny" from the fair.

Yea it's a souvenir from the world fair, they made similar things at the 1988 world expo, here in Australia.
