It's too tall for a flame to burn inside. Note how short they are in the images of wax sealers. To light a flame and keep it burning would require vent holes and Jimby's has none.. My guess is a pipe knocker for emptying a nearly spent pipe of tobacco.

Actually, I think the medical burner answer is a pretty good guess.   Being brass rather than silver would put it within the budgetary constraints of most country/small town doctors.  The bottom part where we assumed a candle would go would actually contain a glass alcohol burner and the top part would be the snuffer.  The brass container would help prevent breakage and spills.

great search idea, looks like another good search item. this was cleaned and now have it no sign of wax build up, although a little waxy on inside bottom no soot either seller admits to cleaning.

You just might find that the reason it is so tall is because the Name Stamp was stored in side, over here you can still buy them and the wax, I bought the stamp about 10 years ago and I have  Red, Green And Gold Wax for it.
