Go Up Go Down

Halo, to all.
We find a cemented like a foundation slab under the soil 2.5 foot below ground level. The rains caused an erosion and it was revealed.
It is a rectangular slab of 2.5m by 3.2m.
Written on top east edge are these writing/N0 4 /IRA/10.11.1194/   IRA/25697
What is it?And what those numbers and words stand for.
I  sincerely believe you will decode this and we dig it.Hidden treasure inside!
Thank you
