Based on similar items I've seen come out of railroad camps and other places that had large wood-burning or coal-burning boilers, I'd say it was used to help open and close the fuel door so you could add fuel to the fire.

 No the handle is to small I'd go with the boiler version except that I was thinking more in the line of a coal stove to open the door to the burner.

The handle would be fine if you realize that your fingers aren't meant to go inside of it. The kind I saw a few months ago at an agricultural show had a wooden dowel handle and the size is right. It's for hooking into a spare hold in a saddle girdle belt.

Of course, there is the possibility that like many items it had multiple roles.   Just as you have seen a very similar hook for use with equine tack, I've seen identical hooks for use with stoves (as per Xavier) and slightly larger (but only slightly) for use on small coal or wood fed boilers....the idea being you catch the handle, lift it up and pull it out to gain access to the firebox.   I can almost guarantee that someone's going to come back and say, "My grandpa had one just like that and he used it for such and such".    Such and such being something entirely different than what you and I have suggested yet still an equally valid use for it.   Given that nails were so valuable that folks would burn down houses just to retrieve the usable nails, why shouldn't simple metal objects have multiple uses?

Absolutely, BA. I was adding comments regarding the handle use is all. Note that I also said it LOOKS like my suggestion. Not that it IS what I believe it to be. Since nobody in their right mind would lift a pot from directly overhead I reject that theory entirely. Pot lifers are always made so you can lift from the side and not have to stand over open flames or put your body parts into the fireplace. That is a fact, not a supposition.

As far as what it is, I guarantee you I have seen a tack hook that looked similar to that one with a different handle. Judging by the dating evidence from the rest of his finds, I have doubts about that notion but it still happens to be the best fit in my mind.

I like the idea of a boiler but on the other hand it also could be a saddle cinch both are plausible for the area. It is a area that is big into ranches but being that it was found below some old railroad tracks I would go with the boiler theory.
