That doesn't look stamped to me. Looks more like it's embossed. That's done with brass sheet, a block of hardwood and a dowel. A lady friend of mine in Perth does it with flattened silver and tiny snips.

Embossed...stamped...whatever.  It still doesn't look like something that would be one off, especially putting it on a keyfob.  If this was on a cigarette case, watch, or something personal I might agree with you.  Perhaps an organization, fraternal order, orther such organization.  I thought of possibly a watch fob for something personal, but most all of them are attached to a chain.

Depending on the age, it may have been filled with something which deteriorated. The point I'm making is that it could have been a one-of-a-kind item using an embossing method used by jewelers.

This isn't an argument in a forum, you know. It's a discussion. We're tossing around ideas. Don't turn it into a "must win at all cost" argument.

First guess - someone's initials.  Before the mall era, jewelers were craftsmen and would custom make just about anything you wanted.  It would be unusual to stamp cast or grind something rather than just engrave it, but not unheard of if that's what the customer wanted.
Second guess - Fraternal, trade, or civic organization.  There were thousands of these in the US from the 1880's or so up through the 50's-60's.  Many were local and/or only lasted a short time.  Unfortunately, most aren't documented well in Wikipedia or other online sources.  I recently ran across a "Victory Service League" pin from the WWII era and spent several hours identifying it although it was a large organization with corporate sponsorship in the 40's.
For the first guess, check the US census for property owners in the area.  The local library probably has free access to online databases or you can check at usgenweb.org or familysearch.org or cindislist.com.  If found in a town, the Sanborn Fire Insurance maps are a great resource if they exist for that location. BTW, the Sanborn maps are a fantastic overall treasure hunting resource although because they are "in town" the good spots may be off limits.
For the second guess, just keep looking (maybe the I B is "international brotherhood"?).  Good Luck.
