found in yard , has hole thru the threaded part that connects to the holes on the side, top part opens and closes sideles,seems to be brass{alt}

Can you take it apart?  Are there any parts held in by the thumb screw?  What does the end of the thumb screw look like. 
Just looking at it, is could be what Poptop says.
The chain would suggest that it is easily lost because of frequent unscrewing of the T-handle or perhaps a safety chain to keep
it from blowing off some high pressure device.  It there is a spring and ball/pin held down by the thumb screw I would say pressure
release valve.  Still, the T-handle has me stumped, it implies this thing is screwed in and out often.

no other parts the thumbscrew just opens and closes
