Found this at low tide. It was encrusted with rocks and barnacles.Lots of ruins of old docks in the area leaving mostly the old pilings.Railroad tracks also nearby.
Outside ring diameter is 2 3/4" x 5/8" thick.
My thought is it looks like something a ship/boat might carry to pound into a dock for mooring if there were nowhere else to tie off to. Top of eye is flattend a little from possibly being hammered on.
What do you people think?

Could be. It is about the right size to be an oar lock.Inside diameter is 1 1/2"

If it was found on or near the rocks my guess would be a mooring line for small boats that would then anchor out the back to keep the boat off the rocks. Just a guess mind you, Z.

Thanks for taking a look. I also found railroad spikes and other pieces of iron in the area. I'll have to go back and look around some more.

It could have also been hammered into a pilong for tying off too.

It could be a rigging spike, for attachment onto a mast or Jib head and then a line runs through it.

Looks hand forged, and a direct drive into timber spike end. Looks to be maybe 18th to 19th century to my eyes?

I was wondering about how old it is. That's pretty cool. The port town close by was founded in about 1890. Next low tide when I have time I'll go back and look around some more. There was other iron pieces I found, now I'll look at them a little closer.
The railroad spikes weren't nearly as encrusted with barnacles as this piece was.
