The text in the lower part seems to be in Thai, ask a lokal asian store for some help to translate or identify the writing.

It is definitely Thai.   I have seen several pictures of members of Thai Royalty wearing uniforms similar to the ones depicted between 1920 and 1940 or so. 

Since the Thailand was allied to Japan during World War II and since Thailand fielded several squadrons of horse cavalry during the first few years of the war, I'd suggest checking to see if it has anything to do with the treaty between Japan and Thailand.
