Given the history of the Mexican capital, it could also be anti-personnel "shrapnel" from a cannon fired in a desperate attempt to stem a charge (load up anything roughly musket ball sized you have in the cannon and fire it point blank at the enemy).  The fighting around Mexico City in September 1847 during the Mexican American War was intense enough to justify such desperate action.   There have been other periods of Mexican history (such as the Reform War and the French Intervention) that were equally bloody and could have also seen such action take by one side or the other.  If this is cannon fired shot or shrapnel, then it probably dates to the period between the Mexican War for Independence (1821) and the end of the French Intrvention (1867).
